Amends an earlier presidential directive to restructure the Intelligence Oversight Board (IOB). Establishes the IOB explicitly as a standing committee within the President's Foreign Intelligence Advisory Board (PFIAB). Limits membership to four members appointed from the PFIAB, allows the PFIAB chairman to concurrently serve on or chair the IOB, and directs the IOB to report directly to the President.
