Amends prior EO to clarify responsibilities regarding funding and military deployment for noncombatant evacuation operations overseas. Assigns Secretary of Defense, in coordination with Secretary of State and under presidential direction, responsibility for deploying military forces to protect and assist evacuating U.S. citizens and designated individuals abroad.
