Establishes an Enrichment Oversight Committee (EOC) to monitor privatized U.S. uranium enrichment activities, enforce restrictions on foreign ownership, oversee implementation of the U.S.-Russia Highly Enriched Uranium Agreement, and coordinate policy and intelligence sharing among federal agencies. EOC reports regularly to senior national security officials and Congress.
