Amends existing federal employment rules to explicitly forbid discrimination based on sexual orientation. Modifies previous provisions on equal employment opportunity for federal employees. Clarifies that prohibition on discrimination applies to the extent allowed by law. The EO ensures uniform anti-discrimination policy across federal agencies.
