Expands U.S. government authority to sanction foreign entities involved in proliferation of weapons of mass destruction (WMD) and missile technology. Directs the Secretary of State to identify entities materially contributing to foreign WMD programs. Imposes bans on procurement, assistance, and imports involving identified entities. Provides limited exceptions for military, intelligence, humanitarian, and existing contractual obligations.
