Establishes U.S. policy to fully respect and implement international human rights treaty obligations. Agencies must coordinate implementation, respond to human rights inquiries, and designate officers for oversight. Creates interagency working group to manage compliance, reporting, outreach, and legislative reviews. Confers no enforceable rights against the government or its officials.
