Amends an earlier EO to remove the Arms Control and Disarmament Agency's (ACDA) authority to vote on dual-use export license decisions. Reflects integration of ACDA functions into the Department of State. Specifically deletes references to ACDA in sections outlining agency voting roles and responsibilities in the export control process.
