Amends previous EO on Year 2000 issues by establishing Information Coordination Center (ICC) within General Services Administration. ICC coordinates federal, public, and private sector responses, assesses emergencies, and supports restoration of critical systems disrupted by Y2K problems. ICC director appointed by Chair of Year 2000 Conversion Council.
