Amends federal employment policy to prohibit discrimination based on parental status. Defines "status as a parent" broadly, covering biological, adoptive, foster, step, custodial, and prospective parents. Directs OPM to issue guidelines clarifying policy implementation. Confers no enforceable legal rights against the U.S. government.
