Prohibits discrimination based on race, sex, color, national origin, disability, religion, age, sexual orientation, or parental status in federally operated education and training programs. Outlines complaint and enforcement procedures; assigns oversight responsibility to Attorney General. Exempts military, intelligence, and certain culturally relevant programs.
