Instructs federal agencies to enhance employment opportunities for qualified individuals with disabilities. Requires agencies to expand outreach efforts, utilize existing hiring authorities, and improve reasonable accommodations. Tasks the Office of Personnel Management with providing guidance; agencies must submit implementation plans within 60 days.
