Instructs federal agencies to enhance employment opportunities for qualified individuals with disabilities. Requires agencies to expand outreach efforts, utilize existing hiring authorities, and improve reasonable accommodations. Sets forth a target to hire 100,000 individuals with disabilities over five years. Tasks the Office of Personnel Management with providing guidance; agencies must submit implementation plans within 60 days.
