Directs federal agencies to actively increase contracting opportunities for disadvantaged businesses, including minority-owned and small disadvantaged firms. Mandates outreach, mentoring, training, goal-setting, and reporting to expand procurement access and participation for these firms in federal acquisitions, advertising, and information technology contracts.
