Establishes requirements for federal agencies to consult tribal governments on policies affecting tribes. Directs agencies to minimize burdensome regulations, respect tribal sovereignty, streamline waiver processes, and ensure accountability through clear procedures and reporting to OMB. Revokes previous EO on tribal consultation.
