Establishes a compensation program for nuclear weapons workers who suffered illnesses from occupational radiation or toxic exposures. Assigns Labor, Energy, and Health departments to administer claims, provide information, and assist workers filing for benefits. Creates a board advising on scientific validity of exposure assessments.
