Establishes an emergency board of three independent members to investigate a labor dispute between Northwest Airlines and employees represented by the Aircraft Mechanics Fraternal Association. Requires the board to submit its findings within 30 days. Freezes current conditions of employment until 30 days after the board's report submission.
