Ends the declared economic emergency previously used to maintain certain export controls under emergency powers. Revokes prior authority but explicitly retains validity of existing rules, regulations, licenses, and administrative actions until properly amended or rescinded by competent authorities. Confirms continued operation of export controls under current legislative authority.
