Blocks assets and prohibits financial transactions involving individuals and entities linked to terrorism. Authorizes Treasury, State, and Justice Departments to identify terrorists and their supporters, freeze their U.S.-based assets, and halt their financial activities. Implements international cooperation to disrupt terrorist financing networks.
